Allocate funds for Pharma City and NIMZ, KTR writes to Piyush Goyal

Telangana Information Technology and Industries Minister KT Rama Rao asked Union Commerce and Industry Minister Piyush Goyal to allocate special funds for projects such as Hyderabad Pharma City (HPC), National Industrial Manufacturing Zone (NIMZ, Zaheerabad) and National Design Centre (NDC) in the Union Budget for 2021-22.

He also asked Goyal to allocate funds for setting up of an industrial corridor in the State.

The estimated project cost for taking infrastructure development in the two nodes at HPC and NIMZ is put at  3,000 and  2,000 crore respectively.

“We are very keen to take up the development of these two projects on a fast-track basis. We request you to allocate at least 50 per cent of the project cost in the budget estimates for 2021-22,” he said in a letter to the Union Minister on Wednesday.

He said the HPC was being developed in tune with the Centre’s ‘Make in India’ and ‘Atma Nirbhar Bharat’ initiatives. It would consolidate India’s leadership position in the pharmaceutical sector. It has the potential to attract investments to the tune of 64,000 crore and generate 5.6 lakh jobs, the Minister said.

“We seek 4,922 crore from the Union government for the development of external and internal infrastructure. We request you to allocate 870 crore for HPC in the upcoming budget,” he said.

For the 9,500-crore NIMZ project at Zaheerabad, he asked the Centre to initially release 500 crore for the developmental works in the first phase.

With regard to the National Design Centre (NDC), he said the State has already submitted a Detailed Project Report with inputs from all National Institute of Designs (NIDs).

“We are very keen to develop this unique institution in Hyderabad and have also identified 30 acres on the University of Hyderabad campus. This land will be offered free of cost by the State,” he said. He wanted the Union Government to allocate 200 crore in the upcoming budget to start work on the project.

 

KTR seeks Rs 4,070 cr for TS industrial projects in Union Budget 2021-22

IT and Industries Minister KT Rama Rao on Wednesday requested the Union government to allocate at least Rs 4,070 crore as special funds for major projects like Hyderabad Pharma City, National Industrial Manufacturing Zone (NIMZ)-Zaheerabad, National Design Centre (NDC) and for establishment of an Industrial Corridor in the State.

The Minister wrote to Union Commerce and Industry Minister Piyush Goyal in this regard, seeking budgetory allocations for these projects in the Union Budget 2021-22.

Thanking the Ministry for including Hyderabad–Warangal and Hyderabad–Nagpur Industrial Corridors in the National Industrial Corridor Development and Implementation Trust (NICDIT), Rama Rao said the estimated project cost for taking up infrastructure development in these two nodes was about Rs 3,000 and Rs 2,000 crores respectively. Pointing out that the State government was keen on developing these two projects on the fast track mode, he sought allocation of funds to the extent of at least 50 per cent of the project cost in the budget estimates for 2021-22.

The Minister said that the State government was developing Hyderabad Pharma City (HPC) as the world’s largest integrated pharma park to promote domestic manufacture of pharmaceuticals in line with the ‘Make in India’ and ‘Atma Nirbhar Bharat’ initiatives of the Union government and to consolidate the leadership position of India in the pharmaceutical sector.

“The project is envisaged to become a first-of-its-kind featuring state-of-the-art infrastructure comprising common facilities including Zero Liquid Discharge (ZLD) based Common Effluent Treatment Plant (CETP), integrated solid waste management facility, district heating and cooling systems, logistic parks, Global Pharma University, regulatory facilitation cells, common drug development and testing laboratories, and Startup/SME Hub, among others,” he said.

KTR makes strong pitch for Southern Industrial Corridor

Hyderabad: IT and Industries Minister KT Rama Rao urged the Centre to sanction a Southern Industrial Corridor (SIC) connecting Hyderabad, Bengaluru and Chennai on the lines of the Delhi-Mumbai Industrial Corridor. He also pitched for two more industrial corridors for Telangana between Hyderabad and Nagpur as well as Hyderabad and Warangal.

Rama Rao called on Union Minister for Industry and Commerce Piyush Goyal in New Delhi on Thursday night and submitted the proposals on various projects seeking allocation of funds in the 2020-21 Budget. Goyal responded positively and directed officials concerned to prepare a detailed report for consideration based on proposals submitted by the Telangana government.
Rama Rao informed him that the Telangana government already wrote to various South Indian State governments seeking support for the SIC. “This industrial corridor can boost economic activity in backward areas of Karnataka, Telangana, Andhra Pradesh and Tamil Nadu, providing the much-needed push for the nation’s economy,” he said.

Pointing out that several industries were already operating in the SIC area, Rama Rao said there was huge potential for investments in this area from aerospace, defence, electronics manufacturing, automobile and other industries. He said Telangana had adequate land bank required for the industrial development in the corridor.

Rama Rao said the State government was giving utmost priority to industrial development over the past six years and working towards the establishment of industrial corridors for rapid industrial growth and employment generation. He also sought support for setting up a dry port and multi-model logistic parks in the State.

Meanwhile, the IT Minister invited Goyal to participate in the Bio Asia 2020 conference to be held in Hyderabad on February 17. The Union Minister enquired about the status of Hyderabad Pharma City, which will be the world’s largest integrated pharmaceutical cluster, and National Investment and Manufacturing Zone (NIMZ) coming up at Zaheerabad.t

Rs 3 Cr released for Telangana NIMZ Plan by Commerce Min: Piyush Goyal

New Delhi: The Minister of Commerce & Industry, Piyush Goyal, said yesterday in Parliament that the Government notified the National Manufacturing Policy (NMP) in 2011. The Policy is based on the principle of industrial growth in partnership with the States, and National Investment & Manufacturing Zones (NIMZs) are one of the important instruments of the policy. Government has already granted final approval to the NIMZ in Sangareddy district, Telangana. The proposal for granting final approval of establishment of Hyderabad Pharma City NIMZ in Rangareddy district, Telangana has been considered and recommended by the High Level Committee (HLC).

A letter of Chief Minister of Telangana was received in which the CM has requested an amount of Rs. 500 crore for the development of external and internal infrastructure under Phase-1 of Zaheerabad NIMZ in the Sangareddy district of Telangana.

In this regard, Department for Promotion of Industry and Internal Trade (DPIIT) had already conveyed to the State Government of Telangana that DPIIT’s financial commitment is limited to extending assistance of Rs. 3 crores for funding the cost of master planning.

For development of infrastructure in the NIMZ, the role of DPIIT is limited to coordination and no finances from DPIIT are committed for this purpose. Project proposals need to be prepared by the State Government and processed for approval as per norms and procedures applicable to Central Sector/Centrally Sponsored/State Sector schemes and projects. DPIIT will forward such requisitions to the concerned Ministries and coordinate between State Government and line Ministries.

DPIIT has already released Rs. 3 Crores to the SPV of NIMZ for funding the cost of master planning of NIMZ in the Sangareddy district. The Department had also forwarded the proposals, submitted by Telangana State Industrial Infrastructure Corporation (TSIIC), of external infrastructure linkages, i.e. road linkages and rail linkages, for phase-1 of the NIMZ to the Ministry of Road Transport & Highways and Ministry of Railways respectively.

The comments of Ministry of Railways have already been conveyed to the Government of Telangana. Further, no proposal for internal infrastructure in the NIMZ has been received from the State Government.

The progress of NIMZ in Sangareddy district of Telangana was further reviewed on 14 November, in the 6th meeting of High Level Committee.

Sangareddy poised for a major facelift

If the announcement made by Union Minister of Commerce and Industry Piyush Goyal in Rajya Sabha transforms into action, the Sangareddy district would get a facelift making it a most sought-after place soon.

“The government has granted final approval for two other National Investment and Manufacturing Zone (NIMZ) – viz Prakasham district in Andhra Pradesh and Sangareddy district (the erstwhile Medak district) in Telangana. Steps are being taken by the Central Ministries for creation or upgradation of external infrastructure linkages for these NIMZs,” Mr. Goyal informed Rajya Sabha in a written reply on June 28.

With the announcement, the long-pending demand of a railway line from Patancheru to Medak via Sangareddy and Jogipet covering about 95 kilometres would be fulfilled. And for the new railway line, a survey was sanctioned in 2018-19.

The NIMZ has been proposed to be established in about 12,635 acres in two phases. The district administration has already acquired about 3,500 acres from farmers and another 9,000 acres is yet to be acquired. The officials held a meeting with the farmers in this regard last year, but the latter refused to part with their land for the price being offered by the government. Now, with the cost of the land going up, the officials may find it difficult to acquire the remaining land.

“The establishment of automobile and agriculture-related industries are welcome here as they would generate employment. The NIMZ is expected to create two lakh jobs once it is completed. But, establishment of pharma and chemical units would benefit the region,” opined G. Jayaraj, a CPI (M) leader.

Mr. Jayaraj added that the NIMZ would have road and rail connectivity within Zaheerabad and air connectivity from Bidar in Karnataka
